"Rosh Hashanah is the Day of Divine Judgement for behavior in the outgoing year, but with a stay of verdict until Yom Kippur ten days later, and so ketiva ve-chatima tova is said until Rosh Hashanah. From Rosh Hashanah to Yom Kippur a different greeting is used, gmar chatima tova." (Glinert)
