This word is only used by some Persians Jews. A Mashadi community in Great Neck uses it, while another Iranian Jewish community in Los Angeles had never heard it used this way. In a Farsi group chat (not Jewish-specific), one other person said they used this word this way, too. Two people said they use this word to refer to people who take risks.
